POCT BILLING & REIMBURSEMENT PRESENTATION – CHRIS FETTERS |
Christopher Fetters,
Founder and President of Nextivity, more than convinced the audience
that we should be billing for point-of-care testing because it is indeed
profitable and will ultimately improve the quality of patient care.
The requirements for billing laboratory tests include holding a CLIA
certificate, obtaining a physician’s order, assuring that the test is
reasonable and necessary, assuring that the physician will use the test
to manage patient care, and reporting the test result promptly to the
physician. To determine the feasibility for billing POC
tests, Chris recommended using our laboratory’s and/or hospital’s
charge master and suggested following NCCLS GP-11A Basic Cost Accounting
for Laboratories as a guide. For effective and efficient
POCT billing, it is highly recommended we barcode our patients and
operators, install connectivity, and work cooperatively with a

RALS-PLUS CONNECTIVITY PRESENTATION – WILLIAM NOBLE |
Bill
Noble is the Northeast Regional Business Manager for Medical Automation
Systems (MAS). Bill presented the RALS-Plus
Vendor-Independent Information Management System for POCT.
He gave the audience an excellent historical review of where
connectivity technology is in today’s POCT environment.
The MAS RALS-Plus System is a vendor-independent information management
system for point-of-care testing that captures and manages the data
generated from a wide variety of POCT devices, from LifeScan glucose
meters to i-STAT hand held analyzers. It is clear that the RALS-Plus System offers an effective connectivity solution for implementing POCT billing strategies, and it is CIC (Connectivity Industry Consortium) compliant. THE
BENEFITS OF A POCT NETWORK – MARCY ANDERSON |
Marcy Anderson, MS, MT(ASCP) has played an integral part in the formation of more than a dozen POCC groups throughout the United States. The logistics of starting up and maintaining a POCC group were discussed as they apply to the POCT Network of Northern New England and others. Marcy revealed several valuable resources available to POCCs, such as Advance for Administrators of the Laboratory, Advance for Medical Technologists, MLO, the AACC POCT Division (Marcy is Chair-elect), the Northeast Regional Joint Fall Conference, and the various POCC groups listed in the pointofcare.net website. Marcy’s vast experience and knowledge helped paved the way for the POCT Network of Northern New England to become a reality. |

SUMMARY |
Several
attendees volunteered to assist with establishing future meetings of the
POCT Network of Northern New England, namely, Denis Netto, Linda Bennett,
Randy Roy, Susan Dube, and Sandra Clark. Participants of
today’s kickoff meeting suggested that we continue to meet at Maine
Medical Center for now. We will gather at least three times a
year and host a variety of vendor-sponsored speakers presenting
informative topics that will ultimately lead to the best possible quality
of POCT in our hospitals. We welcome all healthcare
